LAFCO Agrees to Settle with CSD

The Fall River Valley Community Service District will only pay a fraction its bill to the Shasta Local Agency Formation Commission (LAFCO). The Commission voted unanimously to let the district slide on $8,000 of the roughly $12,000 it owes LAFCO for services rendered during the district’s quest to expand its boundaries from 1,350 acres to almost 317,000 or 235 times its current size.
During the April meeting, the Commission directed the budget or ad hoc committee to work with the Fall River Valley committee to reach an agreement on the district’s invoices. The district owed LAFCO roughly $12,000; however, the district maintained there were disputable charges on the invoices. The district insisted it should only have to pay $4,000. That is the amount the LAFCO ad hoc committee, comprised of commissioners Brenda Haynes, Patrick Jones and Stephen Morgan recommended to the Commission the district be charged.
Morgan said the ad hoc committee could not line item the bill sent to the district because there was no documentation for the charges. Alternate Commissioner Larry Farr asked if, in fact, the former executive officer submitted documentation to the Commission before she left. Morgan said the committee couldn’t use those documents.
