California Governor Jerry Brown’s red pencil eliminated money which was originally intended to repay governmental bodies, including special districts such as the community service, water, fire, school and hospitals to reimburse those agencies for posting agendas 72 hours before a meeting to let the public know what was being discussed and after a closed session to come back and report any decisions. Both are a part of the State’s Open Meeting
